Keeping them in village and letting them entertain themselves didn't exactly seem safe, but it seemed like the least unsafe of her options. She might have thought differently if she knew that the Council had been giving Sasuke grief about not repopulating his clan. She knew Team Seven's unofficial policy of giving people what they ask for in the least satisfying way possible.
